Pathways Recent Graduate - Contract Specialist

To be eligible, applicants must meet one of the following requirements; Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two (2) years; or Individuals who, due to military service obligation, were precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period described above shall have a full 2-year period of eligibility upon release or discharge from active duty. This eligibility period cannot extend more than 6 years from the date on which the requirements for the academic course of study were met. In addition to meeting the eligibility requirements above, applicants must possess the experience requirements as follows:
For the GS-05 level:
Applicants must have three (3) years of progressively responsible general experience,one year of which was equivalent to at least the GS-4, that demonstrates:
Knowledge and skill to draw conclusions and make recommendations by analyzing facts and conditions, and making comparison of prices, discounts, delivery dates, or handling charges. Knowledge of arithmetic practices used in business (e.g., discounts and warranties) sufficient to compare prices on recurring types of procurements, e.g., standard commercial items.Knowledge and skill to apply guideline material by reading and interpreting procurement regulations and technical material, and translating the guidance into specific actions, e.g., assisting in the preparation of solicitation documents. Knowledge of report writing techniques to present factual information clearly, to write procurement memoranda and minutes of meetings, and to draft simple contract provisions and supporting documentation. Skill in dealing with others in a work relationship to present information orally and to accomplish a given purpose OR A 4-year course of study leading to a bachelor's degree with a major in any field; OR At least 24 semester hours in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Equivalent combination of education and experience are qualifying for this grade level. For the GS-07 level:
Applicants must have one year of specialized experience equivalent in difficulty and responsibility to the GS-5 level in the Federal service or private sector equivalent that demonstrates Knowledge of basic procurement procedures and techniques to carry out recurring assignments involving use of the formal advertised method. Skill in solving practical problems relating to transportation, commodity usage, interchangeabilities, and pricing matters as they relate to the development of specifications or to contract administration involving product quality OR Completion of one full year of graduate level education; OR Superior Academic Achievement (SAA). Equivalent combination of education and experience are qualifying for this grade level. Conversion In addition to meeting the pathways requirements for conversion, an applicant converting to a Contract Specialist, GS-1102-05/07/09/11/12 is required to also meet the OPM Qualification Standards for the GS-1102 series. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
